Shires

A shire is a collection of settlements and dwellings that do not fall under the control of a lord. The Shire is generally managed by a small council - although it may not meet all that frequently.

Sheriff - Appointed by the Mark Warden to act as his representative in the shire. The Sheriff is responsible for policing, patrolling, justice and tax collecting.
Alderman - a representative of the area's wealthier residents.
Bishop - a representative of the area's religious community.
